Applus+ Organismo de Control consolidates its activity as a Collaborating Entity for Verification and Control of Urban Planning Actions (ECUV) in the Valencian Community, in accordance with Decree 62/2020, of May 15, of the Consell. Thanks to its accreditation by ENAC (No. 548/EI820), the company collaborates with the Public Administration in the technical verification of urban planning projects, contributing to streamlining procedures and ensuring compliance with current regulations.
ECUVs are private entities authorized to verify that projects and technical documentation associated with urban planning actions comply with applicable urban planning, technical, and building regulations. To perform this function, they must be registered in the Registry of Collaborating Entities for Verification and Control of Urban Planning Actions (RECUV), a requirement that Applus+ has met since 2020.
The use of an ECUV is voluntary for developers, but it represents an effective tool for accelerating the processing of urban planning licenses and responsible declarations, providing technical rigor and greater legal certainty.
As a collaborating entity, Applus+ verifies the integrity, sufficiency, and suitability of the technical documentation submitted, checking compliance with basic requirements for quality, safety, functionality, and habitability. Additionally:
The actions verifiable through an ECUV certificate include new construction, renovations, interventions with or without heritage significance, actions on land, fencing, land divisions, occupations, demolitions, installation of signs and billboards, as well as urban planning compatibility certificates for tourist accommodation.
Applus+'s intervention as an ECUV offers direct benefits:
Although the ECUV certificate is generally valid in all municipalities since the entry into force of Decree 62/2020, some municipalities may have established specific limitations, so prior consultation is recommended.
The cost of the service depends on the type and scope of the urban planning action, with rates adjusted to regulations and project complexity. Consult the price table here.
Applus+ makes its extensive experience in building and urban planning verification available to administrations and developers, acting with impartiality, independence, and confidentiality. Its work as an ECUV contributes to strengthening legal certainty, improving administrative efficiency, and ensuring that urban planning projects comply with applicable technical and urban planning regulations.
